How can I run the process again?

Delete the Form workflow - ID (1) number. This can be found in the hidden column on your spreadsheet to the left of Form workflow - Status column

Refresh Form Workflow (2). You will then see 1 request "Not Processed" 

Click "Not Processed" (3) to start the process again. This will create a new Form workflow - ID number. 1st reviewer will need to approve once again. Email will also go to 2nd reviewer, if relevant
